Theme

Joshua 18 turns from conquest to administration: at Shiloh, Joshua rebukes seven still-landless tribes for slackness and commissions a written land-survey — a rare glimpse of Israelite literacy — divided into seven portions and settled by sacred lot. Benjamin's allotment follows in full: a Jerusalem-straddling border tour and a precise city register.

Translation & textual notes

The MT of Joshua 18 is well preserved but displays, in concentrated form, the border-list's characteristic Kethiv/Qere apparatus: unpointed וְהָיָה recurs as a bare consonantal marker before its proper plural Qere וְהָיוּ in vv. 12, 14, and 19, and v. 19 additionally pairs Kethiv תצאותיו ('its terminations,' with suffix) against Qere תֹּצְאוֹת (construct, 'terminations of'), a genuine wording difference rather than mere pointing. A parallel Kethiv/Qere pair recurs at v. 24, where consonantal העמני stands beside the pointed הָעַמֹּנָה (Chephar-ammoni/-haammonai); versions and later tradition vary on the exact form. Unlike Judah's Negev register in ch. 15, whose stated tally famously overruns a plain count of its names, Benjamin's two districts here are internally consistent: the eastern list (vv. 21-24) totals exactly twelve as stated, and the western list (vv. 25-28) totals exactly fourteen. The chapter's real crux is not textual but geographic-administrative: v. 28 places 'the Jebusite, that is Jerusalem' inside Benjamin's city-list, while 15:63 treats Judah as the tribe that failed to dispossess the Jebusites from Jerusalem. Both statements are original to the MT; the tension reflects Jerusalem's position directly on the Judah-Benjamin seam (drawn in vv. 16-17), not scribal corruption.
