Theme

Jethro, priest of Midian, brings Moses' wife and sons and rejoices to hear all YHWH has done, confessing the LORD's supremacy. Seeing Moses worn out judging alone, he counsels a tiered judiciary over thousands, hundreds, fifties, and tens, reserving hard cases for Moses — prefiguring Israel's judicial order before Sinai's law arrives.

Translation & textual notes

Exodus 18 is textually stable in the MT (no significant Qumran or versional divergence affecting sense), though the chapter's chronological placement relative to Sinai (Exod 19) is a longstanding crux: many traditional and critical readers (comparing Deut 1:6-18, where the same judicial reform follows Horeb) take ch. 18 as achronological, narrated here thematically before the Sinai pericope though its events may belong after it. The two sons' names carry explicit popular etymologies signaled by כִּי-clauses: גֵּרְשֹׁם (v.3) plays on גֵּר שָׁם, 'a sojourner there,' reflecting Moses' self-description as a resident alien in Midian; אֱלִיעֶזֶר (v.4) is unpacked as אֵלִי עֵזֶר, 'my God is help,' via the confession אֱלֹהֵי אָבִי בְּעֶזְרִי, 'the God of my father was my help.' Both etymologies are folk-etymological (paronomastic rather than strictly linguistic) but integral to the chapter's theology of divine deliverance. The divine names alternate meaningfully: אֱלֹהִים dominates the domestic/etymological material and Jethro's initial hearing, while יְהוָה, the covenant name, marks the confessional and doxological high points (vv.1,8,9,10,11), signaling Jethro's move from generic theism to covenant-specific confession.
